Yes. You can keep some or all of your clothes on during massage. The arrangement depends on your comfort, treatment goal and technique. An RMT should explain clothing and draping options, identify proposed treatment areas and obtain consent. You may change or withdraw consent at any time.
No. You may keep underwear, a shirt, shorts or all clothing on. Discuss the treatment area, technique and whether direct skin contact is useful. If you decline clothing removal, the therapist can adjust the plan or explain what cannot reasonably be performed through clothing.
An assessment-based registered massage therapy appointment should begin with a discussion of your goals, boundaries and proposed treatment.

Massage can sometimes be provided through clothing, including compression, movement-based work or relaxation. Clothing may limit oil, tissue access, certain assessments or direct-contact techniques. Loose clothing is usually easier to work through than jeans, belts or thick seams.
Tell the clinic what you plan to wear before the appointment. This allows the therapist to determine whether clothed treatment fits the area and goal.
